The Cagayan Provincial Disaster Risk Reduction and Management Office (PDRRMO) stands as a pivotal governmental entity nestled within the administrative framework of the Provincial Government of Cagayan, Philippines. Tasked with a paramount duty, it assumes the mantle of spearheading the implementation and seamless coordination of comprehensive disaster risk reduction and management (DRRM) initiatives across the entire expanse of the province. 

Central to its operational framework are the strategic deployments of seven Quick Response Stations strategically positioned within key towns throughout the province. These stations serve as vital nerve centers, poised to swiftly mobilize resources and personnel in response to emergent crises. Through their strategic placement, they ensure an agile and effective response mechanism, capable of mitigating the adverse impacts of disasters on local communities. 

Moreover, the PDRRMO undertakes a proactive approach to community resilience by fostering the formation of Purok Disaster Brigades within the 820 barangays that constitute the province. These brigades, woven into the fabric of local communities, function as grassroots-level response units endowed with the necessary skills and resources to preemptively address disaster-related challenges. By nurturing a culture of preparedness and collaboration at the grassroots level, the PDRRMO endeavors to fortify the resilience of communities against the specter of calamity.

 In essence, the Cagayan Provincial Disaster Risk Reduction and Management Office, through its multifaceted approach encompassing strategic infrastructure and community-driven initiatives, stands as a beacon of resilience and preparedness in safeguarding the lives and livelihoods of the populace against the capricious forces of nature.

Vision

Cultivate a culture of disaster resilience in the Province of Cagayan, fostering empowered communities equipped with the knowledge, resources, and skills necessary to proactively address, minimize, and rebound from the impact of disasters. Through collaboration, education, and sustainable practices, we aim to create a robust framework that ensures the safety, well-being, and prosperity, even in the face of adversity. Mission

To lead, coordinate, and implement comprehensive, integrated, and gender responsive DRRM plans, programs, and activities in the province. To empower communities and stakeholders to become actively involved in DRRM activities. To strengthen the capacity of local government units (LGUs) and other stakeholders to respond effectively to disasters. To ensure the efficient and timely delivery of humanitarian assistance to affected communities. To promote disaster preparedness, mitigation, and adaptation through public information, education, and communication campaigns.

Objectives
  1. To develop and implement comprehensive provincial and local preparedness and response policies, plans and systems;
  2. To facilitate and support risk assessments and contingency planning activities at the local level;
  3. To consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks, and maintain the local risk map;
  4. To strengthen partnership and coordination among all the key players and stakeholders;
  5. To organize and conduct training, orientation, and knowledge management activities on disaster risk reduction and management at the local level;
  6. To operate a multi-hazard early warning system, linked to disaster risk reduction;
  7. To provide accurate and timely advice to national and local emergency response organizations and to the general public, through the diverse mass media, particularly radio, landline communications, and technologies for communication within rural communities;
  8. To increase the level of awareness and enhance capacity of communities to anticipate, avoid, reduce and survive the threat and impacts of all hazards;
  9. To identify and implement cost-effective risk reduction measures/strategies;
  10. To develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs, and volunteer groups;
  11. To fully-equip communities with the necessary skills and capability to face and survive hazards and cope with the impacts of disaster;
  12. To serve as the secretariat and executive arm of the PDRRMC;
  13. To establish and maintain a Provincial Disaster Risk Reduction and Management Operations Center;
  14. To increase disaster risk reduction and management (DRRM) and Climate Change Adaptation (CCA) capacity of local DRR Councils, Offices and Operation Centers in the local level;
  15. To recommend the implementation of forced or pre-emptive evacuation of local residents (as necessary);
  16. To convene the Provincial Disaster Risk Reduction Management council once every three (3) months or as necessary;
  17. To fully equip disaster response facilities to prepare for and respond to threats and hazards caused by various disasters and calamities; and
  18. To conduct assessment, monitoring and evaluation on DRRM programs and activities every quarter.
